"Geritzt" means incised or scratched, "Handgeritzt" means incised or scratched by hand.
Ludwig Hohlwein was a pre-eminent 20th century German artist, best known for his commercial posters. Stein collectors are more familiar with his designs for R. Merkelbach, Mettlach and some glass factories. He developed a very distinctive style, using color and shadow as major elements in his works to stir an emotional response or sense of identification with his subject. During the rise of the Nazi party, Hohlwein produced many posters, post cards and other works in what was to him surely considered a "patriotic" nature.
Your stein was probably produced in the '30s or '40s, and it filches an earlier Hohlwein design.
The Münchner Stadtmuseum published a very good softcover book about Hohlwein a few years ago (written in German).
